GWS demands a second post-mortem, organisations decries police handling

ITANAGAR, July 16: Galo Welfare Society (GWS) has demanded for a second post-mortem of the body of Tachi Nguso by forensic experts to ascertain that there was no foul play in his death.

Nguso, an APST bus conductor, died in yesterday under mysterious circumstances. After being hit by a Gypsy of CM’s security cell along the NH 52A near Papu Nallah, Nguso was taken to Police station instead of Hospital. According to reports, the police allegedly took two hours after the accident to take Nguso to the hospital.

"All circumstantial evidences, including bruises on the back of the body, clearly indicate police atrocity, recklessness and violence." Even, we cannot rule out application of ‘third degree’ method, GWS president Jarjum Ete told media persons during a press briefing today.

The Society, in its hurriedly convened emergency meeting yesterday placed few demands before the authorities concerned which included, immediate suspension of those police officers and personnel of Naharlagun police station involved in the incident including the cops who were on duty between 4 am to 8 am on that fateful day, institution of an impartial inquiry at magisterial level as well as an intra-departmental inquiry into the death case by special investigation team (SIT) of the PHQ, immediate announcement of ex-gratia payment to the aggrieved family as per 6th Pay Commission and providing regular government job to the widow. Further, GWS decided to constitute an independent investigation team by human rights groups, including Arunachal Citizen’s Right, HRLN and APWWS, under the initiative of the Society (GWS).

The society, meanwhile, strongly condemned the entire police department and district administration for miserably failing to handle the situation that arose after Nguso’s death yesterday.

The clamping down of the town with 144 could have been avoided had someone from the police department or district administration intervened on time, it said. The society suggested the police department for imparting special training to the police for effective handling of such sensitive cases in future.

Meanwhile, the family of the deceased has refused to receive the body till a second post-mortem is done. The body is still lying in the morgue at Naharlagun General Hospital.

One the other hand, Soyi Rida who was injured yesterday after he was hit  by a tear gas shell has been referred to Guwahati for further treatment.

The State Governor, General J. J Singh has seriously viewed yesterday’s accident.

He said that state government should order a magisterial enquiry into the unfortunate incident. Accordingly, the State government has directed the Papum Pare Deputy Commissioner  Nandini Paliwal to conduct a magisterial enquiry immediately, reports PRO to Governor.

General Singh has conveyed that based on the findings of the enquiry, those individuals who are proved guilty should be effectively dealt with as per the law, and given exemplary punishment.

The Arunachal Citizens Right (ACR) vehemently condemns the brutal act of police personnel leading to the death of Nguso Terming it gross violation of Human Rights, it said that Police is the apex law enforcement organ of the society and its duty should be to protect and safeguard the life and liberty of its citizens rather than inflicting pain and killing them. ACR extended its support and solidarity to the demands put forth by the organizations.

All Arunachal Pradesh State Transport Employees Welfare Association which met at APSTS complex at Naharlagun today unanimously decided to observe a 12-hour Chakka Bandh and Tool Down strike from 5 am to 5 am on July 20 if the police personnel SI Suresh Singh, SI Kalom Pait, OC RL Rana, SDPO BI Mehra and the driver involved in the incident are not terminated within three days.  While describing the yesterday’s entire as episode unfortunate and gross violation of human rights by men in uniform, Arunachal Youth Organization, in its letter to the Governor, demanded immediate termination of the police personnel mentioned by AAPSTEWA. It also demanded the state government to punish the guilty cops as per law.

Galo Students’ Union urged the govt. to come clean on the issue. Lt. Tachi Nguso’s death amounts to custodial death and unnatural death.

In our democratic way to register protest against the errant police personnel we organized peace rally from General Hospital Naharlagun to Naharlagun Police station demanding justice, instead of pacifying and without justification 144 Cr.Pc was declared and in an action to scare us away many innocent people were badly injured which aggravated the situation, it said.

It further said that the case should be registered under section 302 of IPC.

It condemned gross violation of human rights and said that demands of the apex students union should be met. Meanwhile it thanked AAPSU, ANSU, ALSU, APPDSU and other Students body, for raising their voice against violation of human rights.

Arunachal Legal Forum Shillong, All Mengio Students Union, All Capital Complex Workers’ Union and Arunachal Colleges’ Forum in their press statements expressed shock over the incident and supported AAPSU, ANSU, APPDSU, GSU, ALSU and various other organizations stand on the issue and their demands for arrest of the culprits involved in the incident.

Meanwhile, the State unit Bharatiya Janata Party expressed deep shock over the un-natural death caused to Nguso.

The party, in a release claimed that, "This was not first incidence of such kind for police escort vehicle attached to the state Chief Minister. Similar incident was also happened some years back between 1999 to 2003 causing ‘un-natural death’ to a child born to one A. Biswas, a grade ‘D’ staff of PWD. A young person, namely Tai Babin, son of late Tai Taging of Peel village, Sangram, Kurung Kumey, who was also an APSTS bus conductor, was also killed by Police Mini Truck," the release claimed.

The growing reckless driving in the uniformed drivers should be checked and properly monitored by the concerned authorities forthwith, the party said and appealed to one and all to maintain peace at this juncture of the crisis.

Nyoi Welfare Association also condemned the act of the state police which led to death of Nguso yesterday.

It demanded the state government to immediately compensate the victim’s family and also appealed to the State Transport Department to place the deceased’s family member in the same post.

Condemning yesterday’s incident , Unemployed Arunachalee Engineers Association (UAEA) has demanded  the  state Govt to arrest the officers  involved in the incident and suspend them from their services.

The Association further said that if the police personnel are given free hand in the name of handling law, no one would trust the law enforcing agencies and law makers in future.

Take preventive steps to control malaria

Dear Editor,

Malaria is transmitted through mosquito. So, malaria affects people who live, work and sleep in un screened houses, where mosquito can easily enter through eaves and windows. About one million under five children are dying every year. Many suffer from anaemia and learning impairment associated with the disease. Pregnant women, unborn children and infants are more vulnerable to malaria which is a major cause of maternal mortality rate and low birth weight.

Majority of malaria transmission occurs at night. Bed nets have been used from time immemorial to provide a barrier against mosquito biting, thereby reducing the chance of exposure to malaria. In 1980s it was discovered that treating the nets with safe insecticides increase the level of protection against malaria, since the treated nets kill and repel the mosquitoes. Safe insecticides are available free of cost, supplied by Govt. of India at the office of District Malaria Officers.

So, I appeal the people of Arunachal particularly my brethrens of E/Kameng to use the treated mosquito nets in addition to your approval for indoor residual Spray (DDT).

Yours,

Dr. Dirang Pizi

District Malaria Officer,

East  Kameng

There is something in a name

Dear Editor,

The tribal front of  Tripura has rightly opposed the decision of Manik Sarkar government to name the Tripura airport after Rabindranath Tagore instead of Tripuri king Maharaja Bir Bikram Kishore Manikya. It pains to see that immigrant Bangla-deshi Hindu population has almost rendered the Tripura people redundant in their own homeland. Now they want to rename the state institutions after the Bengali persons too.

The people of Assam need to learn from the Tripuris. The Congress government in Assam names each and every place and institution in Assam after Nehru and his descendants who have taken the title Gandhi. We should question the naming of Jalukbari junction as Rajiv Chowk instead of Bir Chilarai, the Koch Rajbongshi king of Assam. We should question the naming of Rabindra Bhawan, one of the best auditoriums in Guwahati after Rabindranath Tagore instead of Bishnu Prasad Rabha. These questions are very very relevant because the people like Rajiv Gandhi or Rabindranath Tagore had no contribution in the socio-economic or cultural life of Assam. They were almost ignorant about the state of affairs in this state. A few visits is like a minister surveying floods in an aeroplane or helicopter or just another tourist.

Yours,

Montu Swargiary

There are too many questions

Dear Editor,

There are too many questions related to the death of Late Jumchi Nguso.

Why the injured was taken to police station instead of hospital? Why the hand of injured was tied with handcuff? Why police taking law in their hand and who gave this authority to them?

Lt. Nguso was happy man. He was not mentally disturbed. How could a mentally disturbed manage a family? Are APST Officers mad to keep a mentally disturbed employee?

After the accident, why the relatives of the injured were not informed?

The Chief Minister and Home Minister are requested to deliver justice to Lt. Nguso by awarding Govt. job to a family member and granting ex- gratia to the next of kin of the victim.

The officers involved in the incident should be terminated from their job immediately to save the image of police department. SI Pait, SI Suresh Singh and OC LR Rana should apologize publicly for taking law into their hand.

Yours,

N. Taipodia (on email)

A friend of Late Nguso

There should be an expert committee to study impact of DMP

Dear Editor,

We, on behalf of the project affected people of the Dibang Multipurpose Project (3000MW), would like to request the state Govt to constitute an expert committee with the members from IIT Guwahati, Dibrugarh University to study and prepare environment impact assessment (EIA) report on the Dibang Multipurpose Project and other big dams in the state before fixing the date of public hearing.

We also request the NHPC authority to withdraw online tender for the  Dibang Multipurpose project. Floating of tender before the environment clearance is gross violation of the environment guidelines.  The authorities should   not take any step to start the project before it obtains clearance from various competent authorities.

It is observed that the power developers are adamant in construction of dam without taking into consideration the vital aspect related to construction of dam.    It is seen that power developers in various parts of the country did not pay heed to the public opinion that evolved from the public hearing on the mega dam. Public hearing is seemed to be eyewash to pave the way for environment clearance for construction of mega dam.

Therefore, we request the authorities that the public hearing for the project clearance should not be conducted forcefully or by suppressing   the opinion of the   project affected people in a democratic country like ours.   The authorities should fix the date of public hearing for mega project like Dibang Project  with the consensus opinion of the project affected people and the community student organization.  Obtaining only few  signature of  a group of people who are working  on behest of power corporate and government does not mean    public opinion in favour of dam affected people.

The right of the indigenous tribal cannot be ignored in the name of development by the power developers.

Only supporting the power developers will not make any sustainable development.  Therefore, the Govt should  take interest in the all sphere of development before going for big dam in the state.

Yours,

Susal Mihu, president

Dibang Valley District Students Union

Takuso Mimi, GS

Dam Affected Citizen Committee

Let the culprits be punished

Dear Editor,

The one and only question in every lip is why did the police take Jumchi first to the police station instead of a hospital?  Instead SI Pait and SI Suresh Singh resorted for the police station so that they can come out clean and avoid any action from the higher authority for hitting a civilian. But the time taken for them to legalise their act took the life of Jumchi. So they virtually killed him; firstly by hitting and secondly by restricting him from medical help for two long hours.

Now to escape from responsibility, they termed the whole incident as a suicidal act and tagged Late Jumchi as 'mentally unstable'.  And to my utter surprise the entire police department is nodding at it. Are they police or psychiatrists? Are police giving immunity to the culprits?

So let’s appeal that justice is done and culprits are punished whoever he is. Let’s pray for the family members, wife and four children so that they may be strong.

Yours,

Takam Sakter

Police are supposed to look after citizens too

Dear Editor,

I would like to draw the attention of citizens and student unions representing various tribes about police atrocity on the innocent citizens of AP.

We all know that duty of the police is to safeguard and preserve law. They are not here to beat or murder citizens. They are not only the servant of Ministers and Chief Ministers. They are here to protect us.

It has often been seen that vehicles escorting VIPs assume that the road is only for VIPs and it is their private property.

Yours,

Ama Bagang

Please do not interfere

Dear Editor,

From the statement of the police as appeared in your daily the following conclusion can be drawn:

If the victim was mad and jumped into the Gypsy, the victim could have been taken to hospital and police should have been informed. If there is no evidence that the victim was mad, then the driver of the Gypsy is reckless driver, punishable under law.

The victim was taken to Police station, instead of Hospital; it means the victim was slightly injured. If the victim was critically injured then he should have been brought to hospital instead of police station. Statements of victims can be recorded anytime.

Thus we can conclude that police role was not of human being, but like a beast to kill the injured prey. I do hope that no constitutional authority will interfere to protect the erring police personnel including the driver.

Yours,

Loa Dolok, Itanagar

Police are aliens

Dear Editor,

This is in response to “police are not aliens" published on July 7 in Readers Forum by a man who glorified himself as "concerned policeman".

What does he have to say now? What about yesterday’s case?

If you have the nerve to speak out, do share your take on this.

Yesterday’s incident compelled me to contradict by saying "police are aliens". What the Police have done was so inhuman which human beings are not capable of doing.

Yours,

A mourner (on email)
